The issue was solved. The issue was that the External Capacity checkbox was checked for some resources. Therefore, no timestamp was visible for these entries in /sapapo/om16.
These entries do not come up in the checks prior to the upgrade.
The functional team unchecked the External Capacity checkbox and I was able to continue the upload of master data.
